I recently downloaded UBUNTU 7.04 DVD and installed it on my lappy.
Previously I had used Red Hat and Suse Linux ( 5cd pack) which installed all the packages included in the cds.
But this UBUNTU dvd installed only the base OS which we can install using a UBUNTU cd.
What about the other packages given in the DVD . How to install them?
When i am trying to install the packages using package manager it is downloading them from internet not using the DVD.
What is exactlly given in the DVD ?

As far as I know, you can’t download the DVD version, only the CD version of Ubuntu. This CD just contains a well equipped base version.
All other packages are to be downloaded from the repositories on the Internet.
You can use synaptic (Menu System ->Administration->Synaptic) or Menu Applications->Add/Remove.
Of course you need an Internet connection to make that work.
You can only buy the DVD (containing a copy of the major repositories), not download it. See http://www.ubuntu.com/getubuntu/purchase

Insert the dvd
Go to Add/Remove programs
Click on preferences
Click on the Third Party Software tab
Click on add cd-rom

Be warned that not all packages from the Ubuntu repository are on the dvd, only the very basic ones.

Don’t be confused, even though DVDs can hold far more data than the typical Ubuntu CD, the main benefit of the DVD downloads is to get access to all of the available language packs. Most people will be fine with the standard CD installer. There are fewer download locations for the DVD images and this list is updated less frequently than for the CD images.
