Install Format Junkie in ubuntu
Open the terminal and run the following comamnds
sudo add-apt-repository ppa:hakermania/format-junkie
sudo apt-get update
sudo apt-get install formatjunkie

None are all-in-one, however.
There must be 10 others for each of these types of needs. I think these are the best. Most of the video options are based on ffmpeg/avconv. That is an amazing tool.
I switched to using HandbrakeCLI about a year ago for all h.264/mp4 transcoding, but I still use ccextractor to get SRT files for multiple languages out of broadcast TV and mkvmerge to recombine everything into a single MKV file.
